NEW RULES 2012

New Year - New Rules.... 

Some of you are aware of the new rules that have been sent to us from the EJU & IJF Commission over the Christmas period.  There was a pilot stage last year and then we received the final outcome, which you will notice that the IJF Interpretation for leg grabs is now indicating an immediate Han-soku-make as well as ducking of the head - originally it  was shido first then a han-suko-make.

The NRC have agreed that due to the limited time we have been given this information – we shall be using the original pilot of the new rules of awarding a free shido for the 1st offence of a leg grab and that of the ducking of the head and the second infringement of the same offence a han-soku-make will be given.

Please can you ensure if you are a RIC at any events this is clearly discussed at the referee’s briefing with your referees and coaches.

This unexpected rule change came as a big surprise to us all and as of yet we are still awaiting more information as to why it is felt that this infringement should be awarded a immediate han-soku-make.  

The Refereeing Care System  will not be enforced at any event and there will be 3 referees used on the mat throughout the duration of the event.

The golden score now has to have all of the scores, penalties given in the first part of the contest carried over into the golden score time . Therefore, as a referee you will consider the whole period of the total contest if there is a hantei situation.

With regard to these new rules we are asking ALL referee’s & coaches to be flexible and understanding in the application of them. Our players have had no real time to adapt to these changes (as well as the referees & coaches) therefore, you must only give a shido or han-soku-make when in your opinion the leg grab was the FIRST action . If there is any doubt or concern  DO NOT GIVE the penalty – we must always give the advantage to the player were possible.

A DVD is being preapared and will be sent out to all Director of Referees for clearer clarification of the ruling.

London Area Refereeing Commission

A new commission comprising of London area referees is to be formed. The aim is to coordinate, manage and to develop juniors andamp; senior referees.

The members will comprise of the following positions:

  • Chairman - to be appointed
  • Secretary -to be appointed
  • Senior Refereeing co-ordinator ; DOR.
  • Junior Refereeing co-ordinator ; To be appointed


The group will meet periodically and report directly to the DOR.
